Minor Plugin Update

I have updated a few of the plugins on the server and added a new plugin.

I have updated ToolUpkeep with bug fixes and have uploaded it.

I have added in TippedArrowFix. This plugin is designed to help fix the bugs that prevent some tipped arrows from working. This plugin is a work in progress and only contains a fix for 1 arrow type. As I discover what arrows are fully working and what arrows are not ill update this plugin with fixes.

A few minor fixes with other plugins.
