Permissons

I have been working on Permissions. I have removed unessicary permissions from some of the plugins that had to be removed and added in more permissions for the plugins that the server is currently using.

I have tested some of the permissons but I have not yet tested all of the permissons or all of the permisson groups. I also found some permissions that I have yet to add in.

I Hope to the the server live this september, but I may be unable to test everything by then.
